To foster business development in economically distressed areas, New York State has created empire zones in which businesses can take advantage of tax incentives. The LDCENY coordinates the East Brooklyn Empire Zone, one of eleven zones in New York City.

The East Brooklyn Empire Zone (EBEZ) includes sections of four communities; the largest area is in East New York, and smaller areas extend into Brownsville, Canarsie and East Flatbush.

The Empire Zone contains four industrial parks:
East Brooklyn
Fairfield
Spring Creek
Bio Technology Park at Downstate Medical Center

The zone also includes a courier and cargo industrial park and Gateway Estates, a retail mall.
